Our professional experience has ranged from Project Conceptual Feasibility Studies up to and including Contract Administration / Construction Observation Services for both private development and municipal clients. The firm’s owners, Stephen E. Moler, PE, President, Sean C. Green, PE, Executive Vice President, and Earl H. Masteller, PE, BCEE, Vice President are professional engineers registered in Florida. Mr. Masteller served as Sebastian’s first City Engineer from 1982 to 1984. The owners have over 75 years of civil engineering experience.
